• PAYE: £61.09 per hour

About the RoleAre you an experienced procurement leader ready to make a strategic impact in local government? Powys County Council is seeking an Interim Professional Lead for Procurement and Commercial Services to provide leadership and oversight during a period of review and transition.
This senior interim role will lead a specialist team of approximately 12 procurement and commercial professionals, acting as an enabling function across the Council to support strategic commissioning, improve contract management practices, and ensure compliance with evolving legislation.
This is a high-impact opportunity to influence procurement transformation while supporting the Council’s financial, operational, and social value objectives.

What You’ll Do• Provide effective leadership and management to a team of procurement and commercial experts.
• Act as a strategic advisor to service areas, enabling them to deliver commissioning priorities and value-for-money outcomes.
• Support the development and delivery of commissioning strategies across the Council.
• Drive procurement effectiveness and embed best practice in contract management.
• Lead and ensure compliance with the Procurement Act 2023.
• Oversee the implementation of a Contract Module within the new Finance system.
• Support the rollout of updated Contract Procedure Rules and Procurement Act-related tasks.
• Lead the implementation of the Council’s Commissioning Framework.
• Navigate the political environment, supporting councillors in informed decision-making and identifying supply chain risks.

What We’re Looking For• Significant experience in public sector procurement and commercial leadership.
• Strong understanding of political governance and working within a local authority environment.
• Proven ability to lead and motivate specialist teams.
• Demonstrable experience implementing procurement legislation and governance frameworks.
• Strategic mindset with the ability to balance compliance, commercial outcomes, and social value.
• Excellent stakeholder engagement and communication skills.
